Five Thousand Naira is Possible

One of the best policies I have ever come across in Nigeria’s electioneering history is the promised policy of the All Progressive Congress (APC) to pay the sum of N5,000 monthly as Job Seekers Allowance for unemployed Nigerian youths. It is a policy with the proverbial human face and whoever suggested it to the APC probably won the election for them and must be commended. The fact that Nigeria has no social security system is one of the reasons why there is so much desperation in our nation with the consequence that crime and ethnic and religious crises are a sad reality of life in many parts of the nation.

I give my whole hearted support to this policy and I promise that I will do all I can possibly do to make it a reality. However, this promised policy is under threat because some of us do not believe it is practicable. Nothing could be further from the truth. It is possible to fulfil this promise and I will articulate how Nigeria can do it. The biggest argument against the policy is that Nigeria does not have the database required to make it work.

This argument, if it is not mischievous, is based on inadequate knowledge of the resources available to the government. In fact, the opposite is very much true. As at 2015, Nigeria has more than enough information based technology to make this policy a reality. In today’s Nigeria, particularly after the cashless policy introduced under the former Central Bank of Nigeria (CBN) governor and now Emir of Kano, Alhaji Muhammadu Sanusi II, every graduate has a bank account with a Bank Verification Number (BVN).

In addition to that, they each should have a Permanent Voter Card (PVC). Additionally they may also have a National ID Card. Each of these platforms are connected to a database which can identify each graduate by their bio-data and trace their whereabouts through their phones. By law, every Nigerian graduate under the age of 30 must serve his country under the National Youth Service Corps (NYSC) scheme and the NYSC gives them a call up letter with which they register these youths and capture their bio-data.

So whichever way you want to look at it, there are databases that can identify fresh graduates in Nigeria at any given time. It is almost impossible that a graduate will not be captured in at least one of either the BVN, PVC, National ID or NYSC database. The next question is how will the government know which of these graduates are employed and which are not? It is possible.

First the government must include in the law setting up the job seekers’ allowance the proviso that if you are caught fraudulently collecting the assistance you will get a mandatory jail sentence. Thereafter, the government should introduce the criteria for applying for the allowance which should, in my opinion, only be open to graduates who have passed out of the NYSC programme and should be accessible for no longer than two years after passing out from the programme.

Now, within those two years, the federal government can verify whether or not graduates who are registered under the job seekers’ allowance have regular income from the activity of their bank accounts. The central bank has access to their account activity. If they have regular monthly payments, then they are obviously employed and government will not pay them.

But then you may ask, where would the money come from? Like other nations, those that have must support those that do not have. Every employed Nigerian should pay an unemployment tax of between 2 per cent (for lower income earners) to 5 per cent (for middle to high income earners) to help pay N5,000 to unemployed graduates. This is a sacrifice we must make which will have a positive effect on our economy and will also drastically reduce crime.

Nigeria was able to help over 11 million farmers access inexpensive fertiliser under the e-wallet fertiliser distribution scheme of the Ministry of Agriculture when Dr. Akinwumi Adesina was minister. If we could do this then, we can certainly handle the logistics of paying job seekers’ allowance to our unemployed graduates. If the will is there on the part of the President Muhammadu Buhari-led administration, this idea can revolutionise Nigeria and help reduce extreme poverty in Nigeria. It should be supported by all Nigerians irrespective of party, tribe or religion.

My support for this programme has nothing to do with politics. I believe in empowering youths. Recently, Silverbird opened a new cinema in Festac town which will give direct employment to 50 Nigerian youths and indirect employment to hundreds more. However, this is just a drop in the ocean. There are millions of youths, many of whom are graduates and try as we may, we will not be able to immediately provide jobs for all of them.

What happens to those of them without jobs? What if their parents also do not have jobs? How will they feed? Obviously N5,000 cannot feed a graduate for a month. But at least it is better than nothing. Finally, I commend the wife of the president, Mrs. Aisha Buhari, for her support for this promised policy to be kept. Mrs. Buhari, by that gesture, has validated the proverb which says behind every great man, there is an equally great woman.

My first complain Is about national ID which to obtain is not easy at all let me give you tip: when you finish register online you still need to come as early as 4am to come on the que and that’s is not possible in any area in nigeria which we still talking about security if you and fellow NASS can talk to the new boss of NID office we need more of there office around that too me help unemployment (2) what about us that manage pass through polytechnic but not able to attend HND or that of my cousins that help himself in teachers college yaba which both of us have been looking for a way to survive thanks sir I STILL NEED MORE FROM YOU SIR, BETTER NIGERIA IS WHAT I HOPE FOR.     • Thanks so much Senator, for all the difference you’ve consistently made in your approach to infusing issue-based politics in our clime. More thanks still for crossing party lines to support the unemployment stipend so passionately. My disagreement is with equal objectivity and passion.
      First, the N5K is both insignificant and unfeasible, considering the big outlay of funding involved: not less than 54million youth are unemployed, and taking only those with 2 years post-NYSC track will leave so many still excluded in the little impact. Should we sensibly approve paying out N300bn a year to just 5m (out of over 54m unemployed)? Your suggestions on involving the employed and minimizing the potential for wide abuses are quite appreciated.Second, the 2-year capture period is a very short bridge that does not carry the beneficiaries even across the river. So, what purpose does it serve other than as a soothing socialistic sentiment and shibboleth?Three, the unemployed needs job more than such insignificant stipend (which has to be increased to at least N15k to be meaningful). And much more.

      So, we should institute economy-wide stimulus policies, bind the youth and other unemployed into cooperatives under a Youth Cooperative Development Strategy (YCDS), float a Job Bond for all employed to subscribe to, institute job-sharing policies, and other schemes already proposed for bringing millions into productive job positions and reducing both inequality and poverty immediately.   3. A promise is a promise. If APC said they will pay 5 thousand naira to youths, then they should honour the promise without giving excuses. My only concern is if such handouts are constitutional. What I’m more interested in is the social security system you mentioned. Everything you said about that makes perfect sense. Our legislators, i.e. you inclusive sir, should come up with a bill to addess this. The government should pay stipends to nigerians who find themselves without a job, due to no fault of theirs, whether youths or not. Nigeria can afford it.

  6. APC Government led by Muhammadu Buhari made lots of campaign promises but yet to match their words with actions.
    Nigerians are suffering fuel scarcity instead of buying 1 litre N40 as they promised.
    They promised to defeat Boko Haram under 2 wks but its 5months now since Buhari took over the mantle of leadership.
    APC spent a very long time looking for technocrats for ministerial appointment but what we see is political settlements.
    Even the purported corruption war is Chasing shadow with political opponents as targets,mere witchhunting.
    Nigerian young graduates are patiently waiting for N5000 monthly relief as they promised.
    APC led government must wake from slumbers and deliver true dividends of democracy to Nigerians to avert political war in 2019.

    PEIN is willing to train over 3000 youths and sustain them through their life. These projects is open to all youths. This project will improve the lives of youths living with challenges of hopelessness and as well reduce the wave and rate of rural crime among them through various phases of intensive enlightenment and training programmers at the grassroots.
    Based on our years of experience working among the rural people and our assessment of the current situation of rural crime wave among Nigerian youths, particularly in the Niger Delta, many people are confused regarding why the situation occurred and what the solution should be. Many of us have youths, relatives and neighbours with challenges and in need of socio-economic direction. It is in view of this problem that we solicit your support by way of funding for this programme.
    An idle mind, they say is the devil’s workshop; most of our youths, due to lack of active engagement in positive productive activities, fall victims of criminal activities at a pittance. Their youthful tendencies make them vulnerable to any suggestion of whatever that will keep them busy and may be, bring a few Naira’s into their pockets; consequently they end up being rapists, kidnappers, prostitutes, terrorists, militants, street urchins, robbers, gangsters etc. Based on our rural findings we have come up with twenty sustainable sub-projects that could keep 90% of the rural youths out of crime. These we have mentioned.
    On behalf of PEIN, we write to solicit for your MENTORSHIP and all other forms of collaboration as you may deem fit for the effective implementation of this programme as to curtail the negative menace in our locality.
    Since our primary objective is to keep these youths busy by taking them off the streets and their minds off criminal activities, it will be nice to point out here that there may be the need to start them with meaningful economic activities immediately after the fourty-day Training. This will immediately get them busy as they gainfully work for themselves and for the society at large.   9. Dear Senator, I’ve always admired your position on the state of the nation. But i dont think i agree with this particular position on 5000 unemployment “salary”. While it may be working in some developed societies, i doubt if we have the political, cultural, social and financial climate for this. There is no statistics of the true unemployment data in Nigeria. Even the employed ones are dissatisfied with their jobs and would readily consider themselves as unemployed just to partake of the largesse. For how long would these unemployed youths receive this payment? Considering the total monthly sum that would go into this venture, can we really sustain this? How about using this welfare budget to support our local industries and stimulate them into large scale production which will in turn create employment? Former late policies that would creat enabling environment for then. If we start this welfare bonanza now, we should also be ready to face the consequences of an increased unemployment level and if the project gets aborted halfway due to lack of sustainability, can we handle the resultant social menace effect? Lets really think this through…

    I want to use this opportunity to appreciate the good works you have been doing through your #CommonSense Series. I will also like to comment on this latest edition on the #5,000 unemployment benefit Policy by the APC. Well i am impressed with the solutions you proffer on the work-ability of the policy.But I beg to ask the following:
    1. Is this viable in the long run.
    2. Will not greedy politicians high-jack this in their favor through the inclusion of ghost names? After-all we wont be there when they’re disbursing the moneys and the accounts will not be published for us to see.

    I try to take a mental census of the proposed number of unemployed youths in Nigeria, by approximation i arrived at 25 million. I tried to calculate #5,000 x 25 unemployed youth on my small Nokia touch phone, the value i arrived at was mind blowing (#OutOfRange). Then i took out my calculator and arrived at #125,000,000,000,000. I can’t even pronounce these figures.

    Now sir, my argument is this, if this amount of money is used to create companies, factories, multi-national enterprises in each State on a monthly basis. I believe over 50,000 direct employees. And we do this for the next 35 months on the remaining states to see how many youths will be employed. Coupled with with overall effect on the Nigerian Economy. Sir i want you to ex-ray this side of my argument.

    When I was growing up as a young boy at Sagbama, I noticed our parents do subsistence farming at the river shores during the dry season and when its being harvested, yields very small sizes of tuber crops. Then it cam to being when some northern farmers (Housa/Fulani) came at some point and made settlements in some cost line communities and farmed on the same piece of land and their yields were astonishingly different with (Yam) Tuber crops that are remarkably Bigger than one can imagine, I also noticed they use to grow groundnut and it produces good yield.

    I also learnt from the elderly that Bayelsa use to have what it called the “Peremabiri and A’ge Rice farm which was rated to posses the capacity to feed/supply the whole west Africa and beyond.

    Bayelsa is generally believed to be a wet land however there are some parts of it that’s remarkably in lack of water. Toru-ebeni community and its environs its a massive landscape, it do not know what they call flood or wet/rainy season as its not affected by it such locations could be explored to grow non-flood friendly crops as its being done in the north on a bit to be self sustainable, Bayelsa as I was told palm nuts to a foreign country which is now a world leading producer/exporter of palm oil palm oil processing by-products are of industrial importance which could engage many job seekers

    Facts and realities has it that Bayelsa is strategically blessed in its location as she made boundaries with Rivers and Delta on one side and on the other side a massive atmosphere of the Atlantic Ocean. With enormous aquatic and tourism potentials waiting to be taped, such locations could be a vacation site offering a ferry drive services and lots more AND MORE IMPORTANTLY, I ones viewed an ata tv documentary program of a South-African deep see fishing company where all these packaged ice-fish are produced. It indicated a long chain of departments, ranging from the fishing vessel to processing to packaging down to transport/supply. But here in Bayelsa we have all these potentials like atlantic Ocean and many more of its kind. I firmly think also that a SEAPORT would be of a lot economic benefits to the state as it would open other commercial potentials to engage the people.

    Sir, these. Are just a few of what we could make out of Bayelsa known to me so when you say the south depends souly on the north for her Food I tend to wonder if we don’t have such/same equal potential to grow our own food to be proud of.

    Pls. Consider running for Governorship come 2019, come build up the potentials of you Home. There’s no place like home.

    • What a great piece you’ve posted here, its a commendable effort. This is just one State (Bayelsa). The research you made is not even extensive, most of your points based on observation talkless if its a well planned and articulated research. I am sure there’re more potentials not recorded in your post. But again i reiterate, this is just one State from 36. Our governments has only focussed on oil money which is not equitably distributed amongs all but rather amongs themselves (CURRUPTION).

      Well as i said in my comment earlier, the #5,000 monthly may be workable but i don’t think its the best for our falling economy. #5,000 multiplied by over 25 million unemployed youths could comfortable fund Research and Development in all 36 States of the federation of Nigeria and thereby setup industries based on the findings and recomendations of the research. This should be done for 36 months. each State to be handled monthly thats instead of paying out #5,000 to the youths, invest these moneys and all records made public. These are moneys for the youths and not to be treated as loots for currupt politicians. The youths will definitly come after any politician that mismanage their moneys.

Good day sir,you are actually making too much common sense, my problem is, the government agencies department charge with the responsibility of implementation taking note of the step by step strategies you are suggesting? If not the federal government is not been sensitive and serious about the wellbeing of the common Nigerian.
    More grease to your elbows in my opinion I’d hope one day sometime the government will find your principles and suggestions useful.

  46. Good evening sir, though the 5 thousand naira monthly allowance to unemploy youth is not actually wrong, but the government should consider the fact that how many days would this money take to feed on.
    Why can’t the richest Nigerians who fly high class support the government to make the money increase to atleast 10 thousand naira. Thank you sir for this privilege given to me, God bless you…

  47. Senator, your idea of the APC #5000 for unemployed to graduates is great, my concern still are the numerous leakages considering the Nigerian factor. The law enforces and enforcing agencies/executives and law makers are always positioned to take advantages of any possible leakage to defraud the nation. What do you think?
